Troy Rawlings
Senior Managing Legal Partner
Troy Rawlings has over 27 years of experience in the legal arena. He has served as the elected District Attorney in Davis County since 2007. With his leadership, the District Attorney’s office implemented policies and procedures that have led to record levels of success in the protection of women and children. He has handled numerous cases, including trials related to violent crimes against women and children. Several of his cases have received national media coverage on networks such as CNN, Fox News, and NBC. He has earned a variety of state and national awards including being selected as one of Utah’s Legal Elite in 2016, 2017, 2018, 2019, and 2020, the Utah Attorney General’s Children’s Justice Award, and the Measures for Justice Commendation for being one of the top District Attorneys in the Nation.
Over the course of his career, Mr. Rawlins has served on a variety of boards and professional associations including the NYU School of Law Advisory Committee, the National Center for Prosecutor Integrity, Utah Indigent Defense Fund, Utah State Bar and the Utah Board of Juvenile Justice, by appointment of the Governor.

Don Salazar

Don Salazar was the founder and CEO of Creative Times, Inc. (CTI) and is currently Chairman of its Board of Directors. For over 30 years, Utah-based CTI, a design/build federal contractor, completed thousands of projects across the United States in the public and private sector. Over the span of his career, Don has earned an array of awards and accolades including being named Utah Minority Small Businessman of the Year, as well as the United States Small Business Administration’s Contractor of the Year Award. Beyond Don’s work at Strategic Legal Services, Don is the Chairman of the United States Hispanic Business Council, serves on the Advisory Board for Zions Bank, and the Board of Trustees at Weber State University.

Anthony Johnson

Anthony Johnson brings over 22 years of experience as a business entrepreneur, serving as SLS Chief Business Officer is Anthony's primary focus. Anthony ensures that efficiency, accountability, and above standard consumer services are delivered to all clients SLS serves. In Anthony's professional career he has created several businesses in construction, health, and blockchain fields. Anthony's professional career has also involved working in both the government and private sector in facility operations, while efficiently saving millions in daily operations, building improvements, budget management, and new construction.
Anthony brings 24 years in the construction industry to SLS, while holding a general contractor license for 12 years. Anthony grew up in the construction industry as his family has been in the business for over 40 years. Anthony has extensive education and training, obtained his master’s degree at Weber State University, and has a passion for continuing education. He also has served on the UBJJ for over 8 years as Chairman and Board Member.

Trevor Miller
Legal Operations Director, Consultant, Partner
Trevor is a project, program, and operations management professional with an established history of process and quality improvement with more than 15 years of experience managing successful program initiates and large-scale projects for organizations ranging from small consulting firms to global, multi-billion-dollar engineering firms. Trevor’s primary focus for the past several years has been in the telecommunication industry implementing and managing infrastructure projects for wireless and wireline carriers. Trevor has years of experience working closely with federal, state, and local jurisdictions in assisting telecommunication and wireless providers build infrastructure through out the United States. Trevor is a registered lobbyist with the State of Utah and has experience assisting with telecommunication projects.
